The Hmong Digital Leaders Program (HDLP) seeks to address the digital divide affecting the Hmong communities in Minnesota and California by empowering Hmong youth as digital leaders and increasing access to affordable broadband and technology. Through this innovative, community-driven initiative, HND will establish permanent Digital Hubs that offer long-term solutions to digital equity challenges, while fostering economic and educational growth.
HAP & HND were awarded $7.3 Million from the Department of Commerce’s National Telecommunications and Information Administration (NTIA) to implement the program.
Goals include:
- Increase access to affordable internet, devices, and digital literacy training.
- Empower Hmong Youth to become Digital Leaders with the tech skills to serve their communities.
- Enhance economic and educational opportunities through digital tools and skills that foster job creation, entrepreneurial growth, and improved educational access.
- Create sustainable digital hubs that will serve as tech access points for the community.
HDLP addresses key barriers to digital equity within the Hmong community:
- Access to affordable broadband technology: The program will connect 6,000 households to affordable internet services, such as the Affordable Connectivity Program (ACP).
- Digital literacy: HDLP offers 300 workshops focused on cybersecurity, financial literacy, and tech entrepreneurship, empowering elders, youth, and small businesses.
- Online accessibility and inclusivity: The establishment of Digital Hubs at partnering schools and community centers ensures continuous access to public internet and digital literacy training.
- Cybersecurity and online privacy awareness: Dedicated workshops will equip participants with essential knowledge to safeguard their online privacy and navigate the digital space securely.
